Assistant Portfolio & Business Manager

Position Profile:

The Lehigh Valley Economic Development Corporation is a full-service economic development organization engaged in promoting businesses attraction, retention and expansion in Northampton and Lehigh Counties, Pennsylvania (collectively referred to as the Lehigh Valley). 

The Assistant Portfolio and Business Manager is a professional position primarily responsible for supporting the loans division in managing and monitoring active loan files and maintaining the associated records in accordance with the requirements of the programs administered through the Lehigh Valley Economic Development Corporation (LVEDC) and its economic development finance partners, including, but not limited to, the U.S. Small Business Administration's 504 program, the Pennsylvania Industrial Development Authority (PIDA) program, the Pennsylvania Economic Development Financing Authority (PEDFA) program, the Pennsylvania Small Business First (SBF) program, the Pennsylvania Infrastructure Development Program (IDP) and local Industrial Development Authority tax-exempt and taxable financing programs. In addition, this position will provide specific administrative services to the Allentown Development Corporation (ADCO), Local Pennsylvania Minority Business Development Authority (PMBDA) and Lehigh Valley Loan Pools. 

This position will also serve the role of coordinating and communicating the business agenda for the economic development financing organizations administered by the LVEDC.  These responsibilities will include coordinating the meetings, taking minutes and acting as the initial point of contact related to these organizations and their activities.  This position will also serve a support role to our Finance & Administration Specialist in managing the financial accounting of these organizations.  

This is an entry level professional position responsible for managing, planning, organizing and implementing the above referenced services to LVEDC and various local economic development financing organizations administered by LVEDC. 

Supervision is received from the Vice President of Economic Development Finance of LVEDC who evaluates performance through meetings, written communication, reporting and results achieved.

Training for this position occurs through peer/colleague interaction, attendance at conferences and seminars and through continuing professional education i.e. professional certifications.

This position will require occasional travel and extended hours. 

Primary Responsibilities:

  • Management of the loan portfolios of the various economic development financing organizations and the individual loans therein by monitoring and analyzing: 1.) the annual financial reports of the borrower to assess continuing risk of default; 2.) the associated insurance coverage for sufficiency to cover associated collateral, 3.) the adequacy of UCC liens to maintain collateral positions, and 4.) Tax compliance to prevent the addition of senior liens.
  • Development of and/or review of any other documents required to ensure project files are in compliance with Local, State and Federal regulations.    
  • Prepare and coordinate, in association with others in the division, the agendas for forthcoming business meetings of the economic development financing organization and prepare correspondence/minutes and confer with related board members to prosecute the agenda and certain outcomes thereof.
  • Provide assistance to the Finance and Administration Specialist in maintaining and preparing financial accounting reports for the organizations.
  • Oversee the maintenance of the aforementioned records and prepare a variety of reports, correspondence, and other written materials as required;
  • Prepare periodic reports on performance, maintain financial and other records as required;
  • Monitoring and/or review of loan ratings and relevant contracts/agreements to ensure compliance;
  • Confer with and make presentations to the boards and committees of the Lehigh Valley Economic Development Corporation, local economic development financing organizations,  governmental agencies, and a variety of business and community organizations;
  • Other duties as required.

 

Knowledge, Abilities and Skills Required:

  • General knowledge of business finance and financial analysis;
  • General knowledge of business accounting and experience in preparing accounting reports.
  • Ability to read, interpret, and explain complex laws, rules, and regulations;
  • Strong organizational and problem solving abilities;
  • Highly effective communication skills, both verbal and in writing;
  • Ability to establish and maintain effective working relationships with governmental officials, corporate executives, coworkers, and the general public;
  • Ability to work with minimal supervision.

MINIMUM QUALIFICATIONS:
Bachelor's Degree from an accredited institution of higher education in Business Administration or Finance or a related field is required.  Experience in a commercial or SBA lending environment is preferred.
